Special Session – May 6, 2006

Call to Order – Mike Unger called this special session to order at 12:20 PM. Paul Lyda distributed an agenda.

All 10 regular board members were present, as were both alternates.
Novice SuperCan Class Infractions – Paul Lyda began the discussion by summarizing the infractions involving Roy and Keith Hume during MSOKC Race No. 2 on April 23, 2006. These included not receiving proper permission for a substitute driver for Roy Hume for the feature race and using a substitute driver (Keith Hume) who clearly does not fit the requirements for the Novice SuperCan class. Paul Lyda indicated that he had spoken to Roy Hume and indicated to him that a penalty for these infractions would be forthcoming. After some discussion, the following penalties for both Roy and Keith Hume were imposed:
In addition, Roy and Keith Hume will be expected to make an apology to the Novice SuperCan class following the drivers meeting prior to MSOKC Race No. 4 on May 21, 2006. Motion – Mike Unger, Second – Mike Dillon, Vote – Unanimously approved. Paul Lyda agreed to notify Roy and Keith Hume of these infractions (ACTION 1).
Novice SuperCan Class Eligibility Issue – Paul Lyda indicated that some concern had been raised as the result of Bob Strawser’s participation in the Novice SuperCan class during MSOKC Race No. 2 on April 23, 2006 – the concern being that Bob Strawser is clearly not a ‘Novice’ in that he has raced for many years. Mike Dillon explained that his impression was that the Novice class was developed so that an inexperienced racer could learn the ropes without putting him or herself in harms way or the other competitors in harms way. He also reminded the group that it had been agreed that the rules for this class would have to be amended a few times to compensate for ‘certain situations’ such as a competitor being older, having been ill and not having the necessary physical endurance, or returning to racing after an extended absence. He proposed that the rules for the Novice class should be amended to indicate that if a racer has past experience in kart racing but still feels the Novice class is the best class for him or her, then they may file a petition with the board for consideration. After some discussion, it was agreed that this was appropriate and Mike Unger agreed to draft the necessary revisions (ACTION 2). Motion – Paul Lyda, Second – Mike Unger, Vote – Unanimously approved.
Novice SuperCan Class Eligibility Petition – Bob Strawser petitioned the board for eligibility for the Novice SuperCan class. He indicated that he would gladly move up to the regular SuperCan class when it became apparent the time was right. He also apologized to the board for not addressing this eligibility issue prior to his participation during Race No. 2. He also indicated that he would apologize to Novice SuperCan class following the drivers meeting prior to Race No. 3. After some additional discussion, this petition was approved. Motion – Mike Unger, Second – Bill Bruce, Vote – Unanimously approved with one abstention (Bob Strawser).
Starting Procedure and Rough Driving Issues – Mike Unger indicated that there had been a few issues with starting procedures during the first two races of the 2006 season, primarily for the regular SuperCan class and for combined-class races, and the usual incidence of rough driving. A number of remedial measures, particularly in regard to starting procedures for the combined Briggs Animal/Novice SuperCan class, were discussed. Regarding rough driving, Mike Unger indicated that he would ask the Race Director (Bo Strawser) to make more liberal use of the black flag, when necessary. He also indicated that better communication between the corner workers and the Race Director was required and agreed to remind the corner workers to report infractions.
